Once upon time, about HE policy

On my way home from labour conference 23, I visited the People's History Museum. It was a bit of a vanity trip as I was looking for any documentation related to NOLS’s adoption of a comprehensive, as in wide ranging, education policy. I was on the national committee for 1977 and held the education portfolio. I led the organisation, with much help from many others, in developing a comprehensive policy which was presented to conference 77.

I found a copy of Labour Student dated Spring 78 reporting on that 77 conference, in which my successor, John Merry wrote a review of the new education policy. The full article, overleaf, I summarise from Merry’s article, the key demands. The article seems to have missed my desire to take sides in the debate around the purpose of Higher Education; whether it was to prepare people for work, or allow them to fulfil their potential.

I conclude by saying, we needed Romer, and Mitchell to establish theoretical frameworks where maximising potential is preparing people to participate in the economy. I was ahead of my time but the focus of Labour’s consideration of education policy turned to primary and secondary education with the introduction of national curriculum, academy schools and league tables. I don't think they helped as they all contributed to the de-professionalisation of teachers and teaching. The lesson I reflect on today is a rule I learnt many years later; the amount of process and measurement doesn’t necessarily bring about good outcomes.

The Govt renewed its list of universities which act as gateways to the High Potential Individual Visa route; graduates from approved top universities can apply to enter the UK. The list is published on the Govt web site; there’s been much comment this time round that there are no African Universities on the list but then there are no Latin American Universities nor Asian Universities apart from the pacific rim.  The Govt claim to have used two other lists to construct their list; I have examined the QS index, partly because it’s easy to find and partly because I have looked at it before albeit nearly 13 years ago.

What’s startling is the number of PacRim countries now in the top 50, in 2007, there were very few, in 2021, there are many more. This should not be a surprise as the purpose of the QS index was to allow the Chinese state to plan its university programmes to support their investment led growth plans. We should also note that the QS index is/was biased towards English speaking universities.

Top 60 Universities by Region according to QS

There are no Latin American Universities in the Top 50, nor any African. The only Asian universities in this list are on the Pacific Rim, so none from the Indian subcontinent. The top Indian university is the Bombay Institute of Technology (177) and the top African university is the University of Capetown (226). The European figures (15) include 8 from the UK, and two from France, Switzerland and the Netherlands and one from Germany; the last figure surprises me, I would have thought they’d have more, but it could be as a result of the index methodology, although Switzerland has two institutes in the top 50. China has more in the top 60, than the UK and the EU. The HMG list includes the Karolinska Institute of Sweden, which I cannot find on the QS Index, but it claims 7th. The HMG List includes two US universities not in the top 60, but they claim to have sourced their list from multiple sources.

I would need to think harder about the impact of this route to entry to the country; the focus on the top 60 is clearly discriminatory as is most of the UK’s immigration law. This has even been confirmed by a leaked Home Office report. I predict someone is going to get into a lot of trouble for letting those words stay in the report!

The big and most important conclusion from examining these lists is that China is catching up, it has nine universities in the top 57, of which four are in Hong Kong. We can also note that the EU’s footprint in the top 50 is far lower than it once was as it was overly reliant on the UK’s universities.

Good British Universities, again

I don’t want to get into a row with David Blanchflower,who takes issue with the QS University Ranking results 2011 and have no argument with his assertion that Cambridge is not the best University in the World, but unless the U. of Shanghai  (UoS) have revised their methodology since I last looked at it while on the EU’s NESSI steering committee, in early 2009 , they

  • overemphasise Science (& specifically Medicine)
  • overemphasise US publication (& hence English language research)
  • have no teaching quality metric ( apart from alumni citations)

Wifi and academic freedom

One of the, some would claim unintended, consequences of the DE Bill debate is the fear that public wifi will become impossible. A number of public sector organisations including many Universities, but also hospitals and public libraries are becoming concerned that their current policy of offering free or cheap unauthenticated access to wifi will open them to suit by rights holders or their agents if their nomadic, or mass user base decide to behave in such a way as to incur the attentions of rights holders or their agents.  The Government are proposing to give these organisations no protection against the provisions of the DE Bill. …

Good British Universities

Why is the LSE not one of the top Universities in the world according to the Academic Ranking of World Universities? I scattered some thoughts on the UK Higher Education system in an article on my blog the other month and promised to look and see what Shanghai Jiao Tong University’s methodology thought of, what I thought to be three highly competitive British Universities, i.e. LSE, Sussex and Warwick, which had failed to make the top 100 of their 2007 ranking. I have come to the conclusion that what seems to me an anomaly, illustrates either a flaw in the methodology, or a misuse by me as the ranking’s design goal does not meet my needs.  …

Does knowing stuff help?

How important are Universities to the software industry productivity. One would hope fairly high. For various reasons, I have been considering this question and some collaborators pointed me at the Academic Ranking of World Universities which is referenced at Wikipedia as well and I first referred to in this blog last November. This is produced by Shanghai Jiao Tong University, in China. I know that a discussion on ranking methodology may not be very helpful when considering economic growth issues, but there are some quite interesting and surprising results.  …
